The signatories were President Klaus Grabinski for the UPC and Director-General for Europe Nicola Verola for Italy. The Headquarters Agreement is meant to provide the best legal and practical conditions for the functioning of the UPC offices located in Italy – the Local Division that is already operational in Milan, and the forthcoming section of the Central Division which will be fully operational next June.
